These were qualities that the emperor wanted his government officials to have. So the Emperor set up a school where hopeful applicants from all over China could come and study Confucianism work. After their studies job applicants took tests. Anyone could take the exams but few peasants could afford to go to school, so only sons of wealthy people could have a chance at a government job.
